a sun halo
That's a fine 22-degree halo! Caused by the glints of millions of ice crystals in upper-level clouds, 22-degree haloes are not uncommon, but we tend not to see them because we don't look at the part of the sky near the sun. More information here . Yours is unusually colourful!

I think that's a glasswort . Native which grows more typically in salt meadows.
