    Morning Report says police now admit there have been 4 complaints, all from girls between 13 and 15, since 2011. I have no words. (that wouldn't risk defamation)

    Tova O'Brien just tweeted that the police have a search warrant.

    Now, after four formal complaints, from children, about the same rape gang , they have seen fit to seek a search warrant.

    Fuck this.

    It might be defamatory to suggest active corruption here, but the only other reasonable explanation is gross negligence. I know which explanation seems more likely to me at the moment.

    and it’s going to take more than just an inquiry to fix it.

    Didn’t Dame Margaret Bazley’s report demand Culture Change back in 2007?

    If this Performance Improvement Framework Formal Review: New Zealand Police is a result it doesn’t bode well:

    By shifting towards a more proactive, intelligence-led style of decision-making, Police can assert control over the environment so we are not always reacting and picking up the pieces when things have gone wrong. We can prevent crime and crashes before they happen using targeted policing focused on the drivers of crime.
    To deliver this kind of policing requires a significant change programme for Police. It involves working in a transformational way with the wider Justice Sector so that all the criminal justice sector agencies can deliver better public services to, and for, New Zealanders.

    3. Align our culture, values and behaviours to our strategy
    We will drive alignment between our culture, values and behaviours and organisational performance to achieve our strategy.
    As prevention requires us to work in partnership with our communities, we will also recruit, retain and develop women and people from Māori, Pasifika and ethnic communities, so that the Police workforce reflects New Zealand’s population.     Police has an enviable reputation with the public. As Police responsiveness to communities has improved so too has public confidence in Police. Research has shown an increase in public confidence from a low of 58%-61% of respondents reporting they were ’fully or quite a lot happy’ with Police in the late 1990s to a current level of 77%. People feel safer in their communities and consider Police is responsive to their needs. The most vulnerable feel safer and the survey trends reflect this

    and don’t worry they are apparently “Well Placed’ on Reducing harm that gangs, organised crime, drugs and alcohol place on individuals, communities and the wider economy

    Hell, I just heard on the radio the police had received 4 formal complaints, since 2011 against these guys, from girls younger than 16, despite the ststements earlier they’d had no complaints – and the area commander talked in circles saying nothing – stellar stuff!

    Patrick Gower has just said on TV3 that that the Police Commissioner Peter Marshall gave “incorrect information” about the case to the Police Minister Anne Tolley this week. Which is the polite way of saying that he was either lying or has been lied to.

    A level of wilfull neglect that is disgusting and worse it is likely to be a common occurence in "police operations" on a national basis. The Police are not in a credible position to assure that "this" is not the case.

    People need to step aside NOW.

    In dealing with the PR storm the Police will spend/allocatre a greater level of resources than would have been involved in seriously investigating the complaints.

    Politeness be damned, how can Ann Tolley - or anyone else - continue to have any confidence in Peter Marshall? At best, he's utterly incompetent. At worse... well, prudence stills my tongue.

    The latest version, given to the Herald's Jared Savage, is that there were four complaints but only one formal complaint.

    I would not be surprised to find that the three others were somehow talked out of formal complaints.

    And yesterday, after two years, the Waitakere police finally thought to obtain a search warrant.

    So I'm not the only one being transported back to 1981. Not just the police culture issue, but also the schism that existed within NZ society during the Muldoon years. I'm feeling it again: when fuckwits like those Radio Live hosts can get away with their inexcusable on-air behaviour in the belief that their prejudices are typical of a big lump of the population.

    And Paul Henry is about to get his own nightly show.

    I'm not liking this country very much at the moment.

    Now I await more coverups and lies... a mostly ineffectual inquiry, probably a few job losses coupled with garden leave, some claims of change to avoid the systemic failures and address the obviously toxic culture displayed by some of our police.... and with time a return to normal, until we face this sort of ineptitude and gross violation of the basic tenet of policing from those whom seek to serve again

    its all so very very depressing

    As well as societal rape culture this has to be about Police culture. NZ Police and the various subsections of it have formidable surveillance and forensic ability, yet when it comes to these young women they seem to want the investigating done for them and the case virtually wrapped up before they will go there.

    What more does it take to gain the police's interest? Is this a country-wide police culture:that rape complaints involving young pissed/drugged people is too hard, not worth spending the time on?

    This is all making me sick to my stomach, and I can't help but get the feeling much worse is going to be uncovered during the investigation.

    There is definitely an impending sense of doom here. Whether or not the police have done their jobs properly, it seems that we are all about to learn of the horrors inflicted on a large number of girls. As the father of two girls and the brother of six sisters I really don’t want to know how they suffered. But I'm beginning to think we should all be told of the extent of this atrocity. We need a deep level of moral change for a very large portion of New Zealand's men, including boys, their family and the police.

    It’s appropriate now to start talking about police corruption.

    Maybe. It's certainly appropriate to talk about how the Police have, clearly, not made all of the progress post-Louise Nichols that we keep being told they have made. A broken internal culture that engages in victim-blaming when taking the complaint of a 13-year-old rape victim is not corrupt, it's just an utter moral failure from the top down.
    If evidence arises that the line of questioning taken was because there's the son of a police officer involved, that is corruption. But being a worthless douche with the compassion and moral compass of Genghis Khan is merely reprehensible. Incompetence (moral, ethical, and grasp-of-duty) is far, far more likely than active corruption. No less excusable, but far more likely. Unless we're taking corruption to mean talking victims out of bringing hard-to-win cases in order to avoid the district's numbers looking bad?

    JT and Willie, Paul Henry: it's depressing eh. No generosity of spirit or aroha evident anywhere around those three. I wasn't a great Paul Holmes fan -- more neutral -- but the man could be amazingly kind and "human" on-screen. Henry's a total turn-off for me: no way I'll watch him last thing at night.

    That kind of thing leads to people polishing their CVs in an awful hurry. I wonder how many ways Tolley can refuse to expressly say that she no longer has confidence in Marshall before she has his resignation on her desk.

    That’s it I reckon for the general run of cases. In this instance I’m not so sure.

    Utter moral failure of the police: absolutely. A reflection of the same society where young men are posting this stuff on Facebook for years and no-one – parents, employers, friends – does anything to stop their criminal behaviour.

    Now, after four formal complaints, from children, about the same rape gang , they have seen fit to seek a search warrant.

    Hopefully the search warrant will enable them to gather some evidence. But by now every digital file has been deleted, bedrooms cleaned and tidied, vacuumed. The piercings have gone, haircuts been had and lawyers consulted.
