Who would base a major decision on data where the standard deviation on a trend is 3 times the calculated trend?
So, you're advocating... what? Abdication of responsibility for decision-making? If not our best predictions, on what do we base major decisions?

What's the stature of limitations on perversion of justice in the face of a clear admission by Meurant that he did so?

Blue Smoke: The Lost Dawn of New Zealand Popular Music 1918-1964 [or, as One News called it, "Blue Smoke: The History of New Zealand Music"].
Wonderful book. So, so much work. Couldn't find my grandpop in there, but there was a photo of Tiki Roberts, one of his bandleaders.

My prescription (possibly completely without merit):You (Chch.) have the almost full support of the wider public nationally. Harness it now and you will garner commitments from both Goff and Key. Wait until Christmas? Who knows, maybe it goes on the back burner then.
Get together, get on Morning Report, Campbell, Close Up, ONe NEWS, 3 NEWS... Make the ministers publicly back you - now, while you still have the upper hand.
