  Yep .they just follow the rules (generally)If one thinks it's a bad law, go to your MP, write letters,tell them your thoughts.

  Also, his Licenses lapsed because of a change of law that was introduced after he was deemed ok to own and collect them.It does not mean he was unfit to have them.It may mean because of the law change, he lost it without the new bit of paper.
