I think you might be right there. I do know that they serve quite a few eviction notices, but follow through on very few ultimately.
Why they didn't use the 90 day notice of termination is baffling though, I know they use that routinely in other cases.

That's a nice point - the public works deadline - I think I'd rather see taxpayers money going their, than keeping the team in gortex & hookers for the next 4 years.

Could it be that it doesn't 'fit' with the ethos of State Housing ie tenants can stay as long as they like for as long as they want to?
Probably not, they issue 90 day notices all the time, sometimes they rescind them if whatever the issue that prompted the action gets fixed. I don't know why they tried eviction this time, but I'd be very, very surprised if 90 day notice hadn't been served at some stage.
It is hard to evict a state tenant (I don't know why, but it is easier (slightly) for private landlords.) I think that you could count the number of actual, state tenant evictions, over say the last 10 years, on one hand.

Interesting what you say there Nic, a friend of mine was in San Diego during an earlier America's cup regatta, she said apart from a few hundred kiwis on the waterfront, the city appeared completely oblivious to the colossal struggle taking place.

That said, it is US law and the Bush's complete disregard for that and the processes in the pursuit of that (and international) law on almost every level is a horrifying trademark of his regime to date. This is merely indicative of an ongoing pattern.
