It's good for the public to know why he's leaving .If for no other reason than to quell nasty gossip, but I think there does come a time in life when putting your own house in order is on the cards. He mentioned his health a couple of times and although that hasn't got much attention, it may have had a bigger personal impact. When you look at the possibility that you may be dying, perspective changes and an easier job goes up the list of "things to do". He mentioned his cancer hasn't returned. Something else may have shown up. He said his family and friends are concerned. Tau Henare has cashed in also.Another polypolytician who had a scare.
Anyway from what RB says, sounds like he's getting an eulogy on Morning report,

Exactly how I’ve always seen him.
I don't think he said that though and, maybe it was more Robyn meant she always felt like, Shane was operating from an arrogant...etc . I don't think he thought that about himself .

Murray McCully has appointed many High Commissioners and John, Carter was appointed by him to the Cook Islands. He's back as Mayor to the Far north now. They might need a new High Commissioner to the Cook Islands.
