As off-by-one errors are part of my profession, how does the three year term deal with leap years? Is it just a matter of adding three to the year? Could a someone mischievous make the 29th of February in a leap year as the date of return of the writ?
What about the referendums? Can they be postponed independently of the election in order to keep election day voting and processing quick and simple in trying times?

No, it isn’t.
A couple of years ago I downloaded all the strong earthquakes of the last 50 years or so from GeoNet, and plotted them against the phase of the Moon. I got nothing of significance.

He commented that he was told by the government that they had greater priorities.
There must be a name for an issue that the government deems too important to change ($24 million!!!), while simultaneously being not important enough to change.

As a fellow but unrelated van der Linden, the 'v's and 'd's should be lower case.

But the suspicion is there, and it may be that should a similar event happen again, it would be illegal to tell New Zealanders that a plane has crashed, lest the manner of the pilot’s death be revealed.
Or as a more common example, a suicide bombing. Although the more generic "bombing" could be used, it could also mean a significant difference in public response and policy making (should we be scared of the strange foreign man with the large coat, or that large package in the trashcan?).
Is there some sort of "in the public interest" override that can be used as a defence against section 71?

If interference between cyclists and pedestrians becomes too much of an issue, maybe a dedicated footpath could be added to the outside, using some sort of clip-on mechanism.
