    Possibly one of the side effects of trying to inculcate corporate management style into the public service.

    Which on reflection is being generous. We are unlikely to ever know (ie proven rather than stated by a spokesperson) if it was a sin of commission or omission.

    The wealth effect from housing is pretty weak in NZ. House price inflation benefits only those who are downsizing. So while case can be made that all those Auckland retirees moving to Tauranga might be spending more, those trying to get their first home will be worse off.

    If they were to stick to this literally, it would be less of an issue. Of course every sponsor of research likes to mine the data and findings for their own purpose. I would also agree that if someone breaches an agreement you shouldn't be obliged to deal with them again.

    However, the juxtaposition of those statements seems to imply that by writing something that Police think is a misrepresentation or misunderstanding (not that it actually needs to be), they will not allow you access to data in the future.

    This researcher/ former academic believes Police should put the spade down.

    This would suggest that the answer to that is "very".

    According to the LINZ website you get:

    Property title records show a property's proprietors, legal description and the rights and restrictions registered against the property title - for example, a mortgage, easement or covenant.

    So the owner's name would be there. Obviously if you want thousands of records doing this legitimately costs a lot.
