Without China onboard any effort to reduce emissions cannot succeed, and China will never be onboard.
You suppose an awful lot. The Chinese govt see's itself as playing catchup with the western world and will use coal to lift economic growth, changing to cleaner technologies as and when they see fit.
And China has some really good technologies in renewables, but It will be hard to give China a hurry up if things turn ugly.But as Romeo Void sez "Never say Never"

Funnily enough those are inextricably linked to climate change, in the grand scheme of things.

I prefer "NGOs" or "non-profit organisations" or suchlike that have a broader feel to them, and less of the begging, forelock tugging, volunteerism about them.
I'm waiting for the day world leaders decide to disarm completely and turn all their armies into peace corps which are sent around the world (armed with the latest technology of course) to combat drought, poverty, housing shortages, and easily solved medical problems starting in the countries most affected.

The argument may be good, but those philosopher kings seem a bit scarce at the moment.
And they would probably be banned from public office 'cause sitting on your arse wondering about the state of the world is bound to offend someone.
Especially Lawyers, accountants and everyone doing a degree hoping to land a cushy career in the public service 'cause they are supposed to be the only ones qualified enough to understand all that complex stuff needed to run govts etc. -
if you showed me a Spanish sitcom, or some Japanese current affairs, or an Israeli crime drama, I wouldn't have the faintest idea what was going on.
But you'd be able to tell it was a "sitcom" or "current affairs" or "crime drama" (usually they have guns)
But if you show me some guys playing sport, even if the commentation is in foreign and I don't know the rules, I can probably follow 60%
That'd be because multi-linguistic abilities aren't required and the plot is simple.

Six o'clock closing was daft but there was only a few drunks visible staggering home after 6. Some would be carrying bowling bags with a couple of half gallon jars of draght beer to tide them over.
Lucky there were a lot less cars on the road back then 'cause of lot of drinkers got in their cars and drove home.
It was friday night and Dad would arrive home drunk expecting his tea on the table which he would eat in a grumpy drunk silence then sit in HIS chair and fall asleep. We stayed out of his way on that night.
Im sure his behaviour would dull my mothers heart just a little bit more every week as this routine continued.
I was glad when 6 o'clock closing was consigned to history.Anyway

Somehow I dont think this is any kind of unique phenomenon.

or Palestinians against the Israelis, and visaversa
or the Afghans against the English, Russians, Americans.I could go on for a while, suffice to say.
The problems as always is in our own minds.There is a way to address this but it will never been taken up 'cause it involves conscious effort, and going against our inherited and possibly genetic makeup and thinking before speaking.
And as the popular alternative blame or direct enmity toward someone else is so much easier.
I dont see much changing anytime soon.
