Southerly: Tower Insurance Have Some Bad…, in reply to Rob Stowell,
The reason for that was contained in the following link (from an earlier posting):
The decision to red-zone or green-zone was, in part, based on the estimated value of the land after remediation. If the remediation was more expensive than the estimated value of the land, zone it red. If the land (after remediation) would be worth more than the cost of the remediation, zone it green.
This does have the effect of those owning more valuable land (e.g. Merivale, Fendalton) being more likely to retain ownership of said land, and actually be able to take advantage of insurance to repair or rebuild.
If you have cheap land, e.g. east Chch, you are more likely to have no such choice, as the cost of remediation is likely to be approximately the same, regardless of which electorate you live in.

Red-zoning is being applied on a geo-financial basis apparently:

Youthful spirits and joie de vivre? Great – but how does that help me?
It helps you realise that a change in attitude may help...
You're welcome.

Hard News: Complaint and culture, in reply to Rich of Observationz,
Can someone explain for a lay person why papers can’t just be put on the university website under creative commons? Why do we need the journals at all – other than them acting as “cricket scorers” for the academic community?
An author (me) of a few papers published in academically peer reviewed journals writes:
Published journal articles are a metric of academic success and/or prestige and/or value of the research. To be published in said journals requires licensing or transfer of copyright. Quite often, the paper is not available for re-distribution under a different license. Publishers also tend to get quite snotty if papers are effectively duplicated in different journals.

P.S. With respect to don.lotto - his postings on nz.general (ever since I started reading Usenet in the early '90s) were a joyous insight into how people are different - I remember being amazed one day when he made a posting that was almost conventional english - saw his interview on some TV news/current affair program (from memory, it was about his eagle-eyed dedication to keeping Wellington council infrastructure in tip-top shape) - he seemed like a fairly well spoken, if pedantic, normal guy.

Brownlee is thinking of the affected people in Chch, and avoiding further delays in the rebuild process by not releasing information with regards to the decisions to red zone land, until after the elections:

Have a look at:

A quick review of the council documentation generally ends up at the Building Act 2004 and various regulations relating to it - the practical stuff is in the Building Code (part of the regulations) and the guidelines from DHB, Branz, etc.

Hard News: A Capital Idea?, in reply to BenWilson,
I can’t explain it, really.
Parsimonious culture inherited from certain British peoples (and their demagogues) who viewed frugality as a virtue.
