Even a small factual correction goes into a tally of complaints upheld against the broadcaster, which I think is the problem
Or the broadcaster could correct the small error before it is escalated to a BSA complaint. If they all did that, how would the volume of corrections materially affect reputations?

The only thing holding back EQC in paying out has been Bill English giving them permission
Source for that? The EQC media release quotes the organisation's CEO:
“EQC has already paid out more than $1.4 billion in claims since September, amounting to almost $4 million a day and this will not stop,” Mr Simpson said.
