I doubt they'd be keen on in-ground septic tanks in an unstable quake zone. And it doesn't address the other infrastructure/services like drainage or roading.

Intersting. I've only ever heard people using "hoha" exactly as it is. "Half-pai" on the other hand does tend to get wirtten as "half-pie" by those who don't know its derivation.
