What to look for:
1) Items that cost much more than they should (eg: $1000 suits, $200 bottles of wine)
2) Spending lots of money in short periods of time (eg: $1000 in restaurant bills is alright for a month, not for a day)
3) Strange explanations from MPs (Do they keep losing their luggage on overseas trips? Do they give vague reasons for large bills?)
4) No details on the bill (eg: $2000 on "room charges" in a hotel bill, with no more info).
5) Things that have no business being paid for by the public (eg: movie tickets, new cars, home electricity bills)

Not on a daily basis, though it sounds like he signed this one off after the event. It seems Brown did break the rules, in the same way certain ex-Ministers did regardless of intent for private benefit.
I'm still struck by the delightful coincidence of timing in this whole thing. Banks's associates have done a good job for him and I'd say this will cost Brown some support. Reminds me somewhat of watching Bush's minions smearing the opponent so he could avoid having to talk about policy. Maybe "affordable progress" isn't polling so well outside Remmers?

More like it - Bernard Orsman checks what the Council's credit card policy requires. Brown not getting tax invoices for all transactions claimed, just eftpos reciepts, though it seems that his Council's head of Finance approved that for the $800 dinner that has been in the news.

Some basic journalism like matching entries from the Mayor's official calendar against lunch receipts wouldn't go astray. I doubt he'd be withholding the evidence, somehow.
