Thing is, it doesn't need to cost very much money at all. We're talking about putting on a few dozen rugby games. All you need for a game of rugby is a ball, a ref, a place for the players to get changed and a bar for the after-match function.
I've said this before, but they should stop this competition for who can put on the most impressive tournament. Just rotate it through all the countries in alphabetical order. An RWC in Samoa might not wind up being be very glitzy, but I'm sure people would have a good time.

While it's somewhat unfortunately, Samoa wouldn't be anywhere near able to cope with the visitor numbers that would attend a RWC.
Clearly you don't just need the players, a ball and a referee.

When you get the rights to host a tournament they make you build or dramatically restructure pretty much all the stadiums you have. Why? Was the old Eden Park unable to accomodate its allotment of spectators when filled to capacity? And isn't it the case that by increasing the capacity of the various stadiums you have, you also increase the number of visitors and therefore their pressure on your infrastructure?
