I know quite a number of police officers. Fine people too, most of them. But like in any profession, there are idiots. Unfortunately, unlike most professions, the power they wield can override common sense, and as in Arie's case, human decency.

At best, I'd read that as misinterpreting Arie's demeanour under stress. Easy enough in the initial arrest situation but should have no influence on Police actions after that.
At worst, this character assassination in passing betrays the attitude of top brass at having to let this go. Wounded pride, that sort of thing. They really need to grow up or be replaced. What an embarrassment to their colleagues.
