    Is Slicing processing? how about Washing?

    Sliced and washed products are still fresh, and are exempt.

    A salad of mescaline salad with whole baby tomatoes is exempt, but one with sliced large tomatoes, is not? , or is partially exempt?

    Both salads exempt.

    whole carrots are exempt, but bags of washed and sliced baby carrots are not?

    Washed, sliced, and bagged carrots are exempt.

    potatoes are exempt, but washed ones are not?

    Washed potatoes are exempt.

    Unhusked peanuts are presumably exempt , but salted ones are not?

    Salted (or roasted) peanuts not exempt.

    Shelled peanuts exempt.

    Unpopped pocorn is exempt, but popped is not

    Popped popcorn is definitely not exempt. No you can't get GST back on badly processed foods. Not sure if unpopped popcorn is exempt. I don't know enough about what the product actually is.

    It is not difficult.

    It's not tricky to legislate for this. Existing food legislation *already* distinguishes between fresh, unprocessed, and processed foods.

    This is is why, say, apples you buy at the supermarket do not have nutritional labeling written on them --- they are exempt from nutrition labeling.

    So, there is absolutely no problem in legislation distinguishing different sorts of foods on this basis *it is already done*.

    But what kind of idiot would write the original draft that didn't require this kind of basic transparency anyway?

    The kind of idiot that knew that the original draft would go down like a cup of cold sick. And so thought they could make this change, and then point to it and say "see we listened to you during the consultation process".

    Or alternatively the sort of idiot that thinks "commercial confidentiality" (whatever that is) trumps citizens right to know about the decisions that affect their city.

    Either kind of idiot would write an original draft like that.

    I don't think that is the point. Sure, China's armament might be a bit like imperial Germany's.

    However, given that we are talking about armament in the Pacific, and that the commentator is Japanese, it is much more relevant to be talking about imperial Japan's armament in the Pacific.

    Particularly, when the same commentator is also talking about Japan's "peaceful" development as a regional and international power.
